According to the president of the Provisional Bureau, who points out the accumulation of roles by his direct opponent at the head of this deliberative body, Michel Kabwe Mwamba, who he claims is simultaneously a provincial deputy and a civil servant at the Presidency of the Republic.

"The election did not take place because this is a very serious problem, and we must follow the law. We have complaints from deputies about a candidate who is not acting within the law. He was validated without deciding. He is a civil servant at the Presidency of the Republic and a candidate for the presidency of the Provincial Assembly. He should have resigned from one position and remained in the other. That is what pushed me to postpone the election and to clarify the situation," he stated.

Thus, the elected representatives of the people rose up to denounce such a decision, which borders on a lack of respect for the provincial representatives of Haut-Katanga who were already present in the plenary hall to elect their permanent bureau.

Furthermore, they have initiated a petition to remove the Provisional Bureau in order to install another one, before considering another day for the said elections.

On this, a provincial deputy from the UDPS, Thomas Lupata Mudimbi, explained in these terms: "Instead of this Provisional Bureau coming to at least open the plenary, according to procedure, and apologize afterward before the plenary, they preferred to treat us as if we were corporals. Through the behavior of the Provisional Bureau, two elements have been revealed: a serious breach and blatant incompetence. The consequence is the removal because we no longer want this Provisional Bureau."

It is also worth noting that Jean Ladislas Umba Lungange, president of the Provisional Bureau, is also a candidate for his own re-election. He has applied as an independent. He even expelled three executives from his party, the National Union of Federalists of Congo (UNAFEC), before being himself removed for rebellion by the presidium.
