The time has come again for the Congolese state to no longer allow expatriates to deal with the small business.

Ilunga Ilunkamba has unearthed a record that is at least beneficial for many Congolese who are throwing themselves into resourcefulness. The time has come for the public authorities to clarify the limits of the activities of foreign economic operators in the country.

Sylvestre Ilunga returned to the file. The Prime Minister said that now, the Government will ensure that small business is carried out only by nationals. "This issue was debated by several organizations defending sellers in the DRC, recalling that a long time ago, the Congolese state has abandoned the national sellers.

In 2012, they called for the government to clarify the application of this famous law on small business in the country. Indo-Pakistanis, Lebanese, Chinese and several other expatriate economic operators happily engage in retail trade without being worried by state services, especially the Ministry of Foreign Trade.

These foreign economic operators operate in all sectors of commerce; import and export, roughly as in detail, had been pointed out.

It is enough to browse the districts of Kinshasa to realize it. They invade the neighborhoods of Kinshasa to install stores, shops and warehouses. The law on small businesses has existed for over 40 years, said a Minister of Economy and Trade before preventing expatriates on penalties to consider against refractory.

The ultimatum granted to expatriate economic operators was intended to put an end to small trading activities throughout the country. He even reminded them of the order-law n ° 79/021 of August 2nd, 1979, which dedicates the practice of small trade in the DRC to nationals.

Another order- law that of August 8, 1990, clearly states that: "the small business can only be exercised by the Congolese people" and the clarification was made that "expatriates should be restricted to import trade and wholesale and semi-wholesale trade.
