Executives and staff denounce the marginalization they are subjected to. They particularly point out that the Chancellery of national orders has become an assessed service for two years now but has not benefited from any advantages associated with this change. Their situation is all the more worrying as the funding provided for in the budget is never implemented. As a result: these executives, who are supposed to be provided with transportation, are on foot; the Chancellery lacks working materials, and documents are processed in public office spaces, while the staff lack premises to work in.

The executives and staff are calling on the intervention of the head of state, Félix Tshisekedi, under whose authority their service falls, to improve their situation just like the IGF, ARPTC, the official gazette, etc.

As a reminder, the Chancellery of national orders is a public service of the State attached to the Presidency of the Republic. It is tasked with managing all the honorific distinctions of the Democratic Republic of Congo (Orders and various national decorations).

Its mission is to record, recognize, encourage, and publicly reward any individual or corporation for services rendered to the Nation. It seeks to foster emulation, a sense of duty, honor, and devotion to serving the Homeland, through honorific distinctions which include the National Orders as well as the National Decorations.
