The presidency of the Republic has always the appearance of a bad pupil as regards rational management of the public funds. Situation that contrasts with multiple calls of the Head of State, Felix-Antoine Tshisekedi, with the reduction of the way of life of the institutions.

In an official statement signed by its executive director, Puis Mbwess, the Observatory of the public expenditure (ODEP) notes a budgetary going beyond of 133% at the presidency of the Republic between January and February 2021.

The first institution of the country has thus spent 29,2 million dollars during this lapse of time. The ODEP also notes an increase of 1,081 agents of the personnel in charge of the Treasury on the level of the cabinet of the Head of State.

In addition, this none governmental organization specialized in good management denounces a violation of the law relating to the public finance (COFIP) by the Presidency of the Republic which, last February, had decided to suspend all the expenditures.

"The situation to postpone the execution of the public finance returns us to that of 2019 with Vital Kamerhe. Today, the acts are posed with authorization of the Principal private secretary of the president of the Republic, in violation of the law relating to the public finance (COFIP), which did not recognize it as actor of the circuit of the public expenditure ", ODEP denounces" a maintained anarchy ".

Named Prime Minister on February 15, Sama Lukonde still did not form his government. The consensus around the new team faces a problem to be found between various fascinating parts. Meanwhile, the country is not moving; the outgoing government is only dealing with current business.
