This individual claimed to have acted with the permission of the commander of the sub-police station located right next to his residence. He wanted to create an easement because his plot was completely landlocked, according to witnesses who spoke to ACP this Monday, February 26.
"The perpetrator of this misdeed and the commander of the police station have been arrested by order of the governor of Kinshasa, who came down to the site on Sunday," reports the source.
The population took this opportunity to accuse this commander, nicknamed "12," of also being at the origin of several harassments in this part of the capital of the Democratic Republic of the Congo.
