The collapse of the 7-story building in the Socimat district, in the Gombe commune of Kinshasa, continues to cause a stir. In this statement signed by Gustave Nzeng Rubuz, first national vice president, and Michel Kayembe Mwila, deputy secretary-general of the National Council of ONICIV, this body proposes the establishment of an ad hoc commission to survey the state of all active construction sites of R+2 buildings and higher in order to understand the realities of this type of construction and subsequently take all necessary corrective measures, including the suspension of all projects that do not meet the criteria.

Furthermore, the National Council of the Order views the current tragedies and damages in ongoing constructions as a consequence of the non-implementation of regulatory measures in force in the sector and suggests that they need modernization.

ONICIV also proposes the mandatory requirement for all economic operators and administration in the construction sector to subscribe to insurance policies to ensure security.

Moreover, the order believes that governance involving ONICIV, ONA (National Order of Architects), and the corporations of engineering technologists and technicians, along with construction sector administrations, is necessary.

The National Order of Civil Engineers is tasked with protecting the civil engineering profession but also the public. It also aims to ensure the safety of the population benefiting from its services across various sectors, especially in construction.
