The Congolese Press Agency (ACP) paints a portrait of Judith Suminwa Tuluka. The first woman appointed Prime Minister was born on October 19, 1967. Married, mother of 2 children, a boy and a girl aged 23 and 19 respectively, she holds a master's degree in applied economics and financial management from the University of Mons in Belgium. Then, she received her complementary diploma in Labor Sciences.

She worked in the country at City Bank for a year. Then at the United Nations High Commissioner for Human Rights, UNDP, the Ministry of Budget, the Presidency of the Republic before being appointed Minister of Planning in the Sama Lukonde government.
