The discourse of the permanent members of the Security Council has completely changed, while UN experts, in their various reports, mention direct military interventions by the Rwandan army (RDF) on Congolese soil. They have merely limited themselves to demanding that anyone providing such support put an end to it and withdraw immediately from Congolese territory.
However, in a confidential report, experts mandated by the United Nations had certified that Rwandan troops were fighting alongside the M23 in the East of the DRC, providing them with material support, in arms and men. This report also confirms that members of the RDF (Rwandan Defence Forces) conducted military operations in the territory of Rutshuru between November 2021 and July 2022.
The UN group of experts had provided evidence, including photos of Rwandan soldiers in an M23 camp, images and drones showing columns of hundreds of soldiers marching near the Rwandan border, and images and videos showing M23 fighters with new uniforms and equipment similar to those of the Rwandan army.

KinshasaPolitics - After hearing and considering the remarks of the Special Representative of the UN Secretary-General in the DRC and Head of MONUSCO, Bintou Keita, the permanent members of the UN Security Council abstained from naming Rwanda as an external military supporter of the M23 rebellion and any other armed group operating in the DRC.
