The events took place during the night from Tuesday, April 30, to Wednesday, May 1, around 2 a.m. in Lukala in the Central Kongo province.

According to a local of that area, "This tragedy occurred during a patrol when a group of local police officers, who were on patrol, were taken by surprise by the presence of another group of these law enforcement agents. They are believed to have come from the neighboring city of Kimpese. One of them was armed and in civilian clothing. Considered a suspect, the confrontation began during an attempt to detain him for identification, which led to the two groups exchanging fire and subsequently resulted in the death of two of their members.

During the election campaign in November 2023, President Félix Tshisekedi, at the Kimpese stop, announced, in addition to the relaunch of the national cement factory (CINAT) of Kimpese, an increase in the numbers of the Congolese National Police in this part of the country to address insecurity.
