The acting governor of the city of Kinshasa, Gérard Mulumba (Gecoco), through correspondence signed by his chief of staff, has asked the city's mayors to stop granting permits for the temporary occupation of public spaces. This particularly refers to terraces, makeshift garages, gravel deposits, rubble, and other construction materials that are encroaching on public spaces. 

In the same correspondence, he also asks the Kinshasa Police Commander to assist the mayors in carrying out these instructions. The goal is to fight against traffic congestion and to provide databases to the OVD for proper planning of the rehabilitation works of these avenues. He has also asked for the strict enforcement of the decision regulating noise pollution in the capital and has instructed the provincial minister of Public Works and Infrastructure to monitor these decisions. 

He further requested that the mayors identify and send him within 72 hours the lists of hotspots and potholes on various roads in anticipation of rehabilitation works on some of the city’s roads.
