Taking the floor, the president of this Commission, Mr. Kibamba Moke Justin, presiding judge at the Court of Cassation, expressed his satisfaction with the work done. "This report includes all the details. What we can take away is that the Commission has succeeded in releasing more than 1,700 detainees, both civilians and military. We cannot release just for the sake of releasing. There are convicts who must serve their sentences. We have done the work up to standard. And the result is there. The essentials have been done", he declared.

The Commission, however, made some recommendations. It believed that the work of the Commission should be regular to have positive effects. "We ask the government to make an effort to build new prisons with modern standards", he mentioned. Also, the road leading to the Central Prison of Makala is in a very advanced state of disrepair.

However, the Commission encountered some major problems such as delays in sentencing due to the lack of magistrates for Kinshasa. On this matter, it requests the involvement of the Minister of Justice for a rapid solution. Also, the increasing crime rate in the city of Kinshasa.

For the latter case, State Minister Rose Mutombo proposed the organization of peripatetic court sessions in flagrante at the level of the Courts and Tribunals. Because these "Kuluna" are taking over spaces at the Central Prison of Makala.
