The President of the Republic, Felix Tshisekedi, issues the state of siege for the provinces of North-Kivu as well as Ituri in order to bring back peace and safety in this part of the country, announces the Congolese News Agency which refers to the communication of the Head of State at the time of the first Council of Ministers of Sama Lukonde government held last Friday at Cité de l’Union Africaine (UA).

With presidential order sanctioning this decision will be officialized in the next hours, pointed out the Minister of Transport and media and spokesman of the government, Patrick Muyaya.

In the same register, L’AVENIR specifies that when serious circumstances threaten, of immediate way, the independence or the integrity of the national territory or that they causes the interruption of the regular operation of the institutions, the president of the Republic proclaims the emergency state or siege after dialogue with the Prime Minister and the presidents of the two rooms in accordance with articles 144 and 145 of the Constitution.

As soon as the state of siege is proclaimed, the two rooms of the Parliament automatically meet to give legal contents at the emergency state.

LE PHARE gives a report on a "suspect agitation among godfathers of the armed groups", following the proclamation of the state of siege in Ituri and in North-Kivu.

Accustomed to the effects of announcement on the return of peace in the East since Joseph Kabila to Felix Tshisekedi, Congolese are tired to see Kinshasa impotent in front of the armed groups. Lucha fears that the state of siege is only a cosmetic measure intended to give the impression that one acts to put an end to the massacres whereas actually, one maintains the statu quo.

For Lucha, President Felix Tshisekedi must make the change within the army and dismiss of their function the racketeers or criminals officers. It will also be necessary to punish those who divert the balance of the soldiers.
