In the congolese capital where the municipality of Gombe lives in confining since April 6, things really do not turn as wished. The governmental authorities - to reduce the task particularly of Kinshasa people- had decided exemption from payment of water and electricity. That, to allow the Kinshasa people -whose city is the hearth of the pandemia of Covid-19 - to be able to apply barriers measures in particular by washing the hands-But several districts saw the frequency cut-off of water and electricity to worsen.

In the township of Ngaliema, in the West of Kinshasa, the district of Joli-Parc, also including Ma campagne, water is a rare food product. Several inhabitants complain about the long cuts. "Here, we know cuts for a long time. But they worsened these last days like possible step!", complains a cleaning lady living close to the place Commerciale of Ma campagne.

While advancing towards the mountain known as of "80 jours ", close to the residence of the leader of the Bundu Dia Mayala sect, things were worsened. "In the district here, we perceive the question of water a little as the social distance which exists between a mother-in-law and her son-in-law. Therefore, one sees water only by far!", an inhabitant of the Benseke avenue reported. Before regretting the Mwanda Nsemi’s crowd creates - leader of the aforementioned sect - which continues to make shelter about twenty of his believers, without a regular drinking water. But in this district, several families adapted to the lack to water and are rushed on the drilling water.

The complaint of the lack of this vital food product indeed exceeds the limits of this district. During a political broadcast of this Friday April 10, 2020, Bishop Pascal Mukuna, person in charge of ACK churches affirmed to have passed more than two weeks in this district without seeing water running from the tap. And the complaints on the lack of electricity are also so many.

In the Congo district, close to the Luka camp, several inhabitants suspect of the agents of the SNEL (national Company of electricity) of being responsible for the inopportune cuts of the electrical current. "They say that they cannot miss to eat during this time of confining. And they disconnect our cables with the cabin to make door-to-door in order to ask the contribution of the families to repair an imaginary breakdown which they created themselves ", affirmed Junior Matondo, the tenant of a shop to which SNEL agents asked for contributions. These complaints are almost generalized in several townships of Kinshasa. At the SNEL’s side, some authorities affirm not to be informed of such problems. But the complaints are quite real and make lose hope  to many Congolese who had perceived the no payment of these goods like a godsend coming from the political authorities.
