Prime Minister Sylvestre Ilunga Ilunkamba paid an inspection visit on Monday, October 14, 2019 on the site where will be built a major cultural and artistic center of Central Africa and the building of the National Institute of Arts (INA).

Sylvestre Ilunga, who was together with Minister of State responsible of Cooperation Guillaume Manjolo and Pius Muabilu, Minister of Urban Planning and Housing, received explanations of the model presented by the head of the Chinese company, Beijing urban construction group, in the presence of other personalities.

Speaking for the occasion, the Minister of Housing said at the exit that the000 government is firmly committed to working in strict compliance with the laws of the Republic and it is on instruction of the Prime Minister that two decrees have been signed in favor of the said center, one carrying a postponement of the order of 14 October 2016 and the other decommissioning a portion of the land in favor of cooperation between the People's Republic of China and DR Congo.

For the Minister of Cooperation, this project will be a source of funding for the Democratic Republic of Congo, "culture is eaten," Guillaume Manjolo said, because today, the country that has invested much at the African level in culture, it is Nigeria which is today 2nd cinematographic power in the world in number of the films produced per year.

The Minister of Cooperation also reminded the nation of the talent that the Democratic Republic of Congo had at the time with the Salongo theatrical group of RTNC "Théâtre de chez nous" where our country was the first. Unfortunately, we have not been able to support this and Nigeria has recovered this place, producing at least 11 to 12 billion dollars which are paid to the public treasury of their country's budget. So we can go beyond Nigeria because we have more diversity than Nigeria. This opportunity will allow us to coordinate, legalize and carry all the benefits to the public treasury, Guillaume Manjolo explained.

He later stated that this center will include two large theaters with a respectively capacity of 2,000 seats and 800 seats.

Note that this work will last 30 months and the cost amounts to US 100 million, a donation from the People's Republic of China to the DRC. They are Chinese engineers who will take care of construction work.
