In the DRC, the Ceni has been at the end of its mandate for a few days. Its vice chairman is the only one to have resigned.

Coming from the pro-Kabila coalition, he should be replaced by a member from his component. The others will remain in office until they are replaced by the formations they come from: the ruling coalition, the opposition and civil society. Negotiated balance, concerted designations that can take months and rarely get unanimous

At the end of this third round of elections, the Congolese electoral center is more than ever challenged for its lack of transparency and independence. For the main Congolese observation missions, it is necessary to reform the National Independent Electoral Commission (CENI).

The institution is too politicized, it failed in its mission, notably refusing to publish the election results which would be the source of political tensions today.

A more independent Ceni

Bishop Abraham Djamba, the head of mission of Synergie of the electoral observation missions of the DRC (Symocel), is campaigning for a more independent ceni. "What the civil society demands more and more is that, the animators of the CENI come from the specialized organizations in election thus civil society leaders. And at that moment, we could perhaps get the Ceni removed from all political influence. "

At each new electoral cycle the same criticisms are made. A reform in 2013 had allowed civil society to have representatives, but that was not enough.

Manipulations

The electoral expert Alain-Joseph Lomandja had participated in the negotiations aimed at the installation of the new Ceni. He points the manipulations that undermine the organization. "That's what we observed. Whenever there was a change of the CENI team, the power always managed to recover the members of the civil society and to make that the quota of the power is higher than this or that one imagines ".
