The newspaper believes that this agreement has evolved significantly, to the point of circumventing the procedure provided by the Constitution in the appointment of a Prime Minister.

"Under this new deal, signed late Wednesday evening, the FCC and the CACH have well shared the tasks: Joseph Kabila chooses the prime minister and Felix Tshisekedi name," the daily newspaper reveals that believes Kabila retains political, financial and important relays in the security apparatus, on the Félix Tshisekedi’s camp.
