The Common Front for Congo (FCC) coalition is boiling over vacancies. The moral authority of the Alliance of Democratic Forces of Congo (AFDC), Modeste Bahati Lukwebo, in a letter dated January 28, 2019 to Néhémie Mwilanya, FCC Coordinator, acknowledged that the majority platform is "uneasiness ".

According to the Minister of State in charge of the Plan, the political weight of a party is assessed first at the national level and then at the provincial and local levels. This allows him to suggest a scheme of sharing of responsibilities that meets the "rule of proportionality". A scheme he calls "simple" to appease the leaders of FCC groupings.

As far as the management of the provinces is concerned, Bahati does not go in four ways. He proposes 8 provinces for the PPRD and its satellites while 16 for the Allies. Thus, for each group of 20 elected provincial, the group will present a candidate governor taking into account its anchoring. For the office of the National Assembly, Modeste Bahati thinks that the game is played between the first 7 groups, namely; PPRD, AFDC-A, AAB, UDPS-Tshisekedi, PPD, AAA, AABC. As for the Government which he wishes to reduce to 36 ministers instead of 47, it favors proportional representation at the rate of 11 deputies for one minister, while taking into account solidarity and excluding from sharing the ministries of sovereignty. A bold proposal of Modeste Bahati in a political family where the contradiction is whispered only in a low voice.
